Preparation of the EIA documentation consisting over five hundred pages, two thousand pages of appendices and expert studies took 15 months. Two hundred experts from prestigious institutes, such as for example the Nuclear Research Institute in Řež, the joint stock company, the Energoproject Division, the Czech Hydrometeorological Institute, the Institute of Atmospheric Physics of Academy of Sciences of the Czech Republic or the T.G. Masaryk Water Research Institute were involved in elaboration of the documentation. The documentation includes an assessment of an impact of the completion on environment. There are assessed for example effects on public health, on fauna and flora, ecosystems, earth, rock environment, water, air, climate and landscape, natural sources, tangible properties or cultural monuments.
“When processing the documentation we considered the presented information on intent, specifically processed working papers, knowledge and professional experience of our employees. At the same time we used background documents from the Monitoring and Evaluation of Temelin NPP Environmental ImpactsProgram. This Program has been in progress since 2000 and monitors an impact of the power plant operation on various environmental sections,“ RNDr. Jan Horák from SCES – Group, spol. s r.o., which processed the documentation, introduces preparation of the documentation of which total weight is 25 kilograms.
The EIA process is controlled by the Ministry of Environment. Its purpose is to, prior to own implementation, find out, describe and carry out a complex assessment of the estimated effects of the prepared intent on environment and public health in all crucial connections and to obtain professional background material for issuance of the following permissive decisions. In the Czech Republic it has been one of the most ultimate and longest documentations for approval of new sources in Europe. For example a complex administrative approval process of the nuclear power plant in French Flamanville took less than two years, including the EIA process. The total period of the building permit proceedings for a new nuclear source of the ČEZ company in the Czech Republic is estimated for minimally five years. The EIA process will create almost a half of that period.
In next stage of the EIA process the documentation shall be send to the regional autonomies involved (South Bohemian Region and relevant municipalities) and appropriate administrative authorities. "For Austria and Germany the documentation was translated into German language and in this form it shall be provided to them by the Ministry of Environment. Czech public will be able to get acquainted with the documentation in appropriate municipalities after it is published and in electronic form also on web pages of the ČEZ company and in the EIA information system. In printed form the documentation shall be available also in the Information Centre of the Temelín nuclear power plant,“ Iva Kubáňová, manager of the Quality and Safety department says about the availability of the documentation.
Next to the EIA process there also continues the Tender for contractor of the “Completion of the Temelín NPP”. It is in stage of tender documents preparation. For the Tender qualified three bidders - AREVA NP S.A.S, Westinghouse Electric Company LLC and Westinghouse Electric Czech Republic s.r.o. association, ŠKODA JS a.s., JSC Atomstroyexport and JSC OKB Gidropress association. The Tender winner should be known in spring 2012.
The ČEZ company submitted the information on EIA intent to the Ministry of Environment on 11 July 2008 to carry out the preliminary proceedings.
EIA documentation has been processed within the meaning of Section 8 of Act No. 100/2001 Coll. on Environmental Impact Assessment, as amended. Target of the EIA documentation is to provide the general information about the intent and to find out, describe, assess and evaluate the estimated direct and indirect effects of implementation and non-implementation of the intent on environment as required by law. EIA documentation is a result of work of a group of experts specialised in individual areas of environment. EIA documentation processor must be an authorised entity within the above quoted act.
